Here is this the thing...
Force Lightning can kill you! Remember the Emperor was trying to kill Luke when he was blasting him in ROTJ. He wasn't giving Luke everything he had though because he wanted to torture him.
In ROTS he doesn't want Windu to be tortured... he wants him to DIE!!

In my opinion the lightning killed Windu before he ever flew out the window. Once dead, Palpatine hurled him onto the streets below as the exclamation point that Sidious is more powerful. Mace is the only character that dies because of force lightning and that makes his death more unique and have distinction. It also makes Yoda look more powerful and makes Vader's redemption seem better in ROTJ because Luke very well could have died. 😉
