61 MPH is the speed of the tentacles.
If we use comic book feats then we can use the ones where Wolverine is moving extreamly fast as well.
Go play with a flail. Note how the heavier ball keeps moving after you snap the chain back in the other direction.
Then play with a double hinged ball flail. note how the very end keeps going after the ball closer to the chain has moved back in the other direction.
When you snap to change direction the force is going to help wolverine reach his feat and cut himself free. . .
Now Wolverine's backward momentum has been cancelled out by the foreward yank. The tentacles however are traveling at 61 mph foreward. . . Wolverine has no momentum and is above Doc OC. . .What's going to happen when you drop and object?
It falls. Straight down. . . onto whatever is below it.
Splurt, Wolverine wins.
So the tentacle makes a move before Wolverine does, because Wolverine needs to bend over and move his hands to cut the tentacles. The tentacle moves fast enough to Wolverine not realize what has happened before he is thrown in the air. Especially when he was concetrated on the tentacles that were grabbing his hands. Here is a picture:
And you are forgetting the options Ock has in the beginning. What if he only grabs Wolverine's legs with one tentacle, and grabs his head with another one? Or sends one tentacle towards Wolverine in the beginning of fight, while sending three to the legs? what if he sends three to all over Wolverine, while sending on for the stomach? He has countless different options. All the tentacles are moving faster then Wolverine does, so his options will most likely succeed.

lets say for the sake of argument he does grab logan....you realize that in the picture that you posted , kinda funny, he cant do what you have illustrated? WAIT...you are going to hollar about his strength, i know, but that is not what is his limiter....you have him spinning around like a g force machine...he cant do that , why not you ask? watch the olympic sport of a hammer throw....its an 8 or an 11 pound ball with a cord and they use that motion you illustrated to chuck the ball...do you notice with that speed the ball pulls them over balanced...its not cause they arent strong, its because the weight of the ball feels much more with the centrifugal force.....Ock doesnt weigh enough to throw logan like that...if he tried he would be over balanced and fall...Dr Oc knows physics and he knows he cannot use that attack...pffft

No one has yet given me a profile showing how fast those tentacles move. . .
They're still only 61 mph until proven otherwise.
And if you use comic book feats then I can use comic book feats to show that Wolverine is faster.
So no comic feats, as anything with him tagging Spiderman is PIS/CIS for the sake of the story and nothing more.
Because I will not beleive that spiderman can be hit by a force of 10 tons(or whatever you have it at now) and not be killed.
Nor will I believe that Spiderman can dodge machine gun fire and yet can't dodge Doc Oc's tentacles.
