I haven't read much of SW but even after some amps she doesn't seem all that great.I mean black bolt has insanely fast combat speed(enough to pluck a sniper bullet out of the air)and can fly.SW durability is crap from what I have seen and BB should be able to dispose of her with a few blows.If he gets hit by one of her higher end hex blasts hes probably going to go down but I say he can get to her and avoid her before she gets to him.Do I fail or pass?

You could always do a second version or entertain us with the most powerful version, actually I am curious how an expert would place Jubilee, I like this thread for that purpose.
That could make things a bit more difficult for the street levelers and even some of the low meta people.
Problem is she didn't display much in the way of speed.

I couldn't tell you for certain who she could win again. I suspect she'd lose to the majority up there as Wondra.
While her strength and durability has been increased as well as the number of abilities at her disposal, she still lacks the speed feats needed to be able to tag most of the street levelers.
Her best bet on the list would be cyclops. Other than that I can't confirm one way or the other against the street levelers. But she'd lose against everybody above a certain point.
