Spectre does not belong on Earth. He should be fighting cosmic battles with Lucifer and Michael for christsakes....

When he's on Earth, he jobbs to nearly everyone (even the damn Joker...) and receives no character growth....

If we're talking about a 100% Galactus, then why not talk about a 100% Spectre? If that's the case, then Spectre takes this match alone VERY easily.
