Galactus and the kids loose. This scenerio is perfectly viable for the jla to get the victory.
Who said the Spectre was at full power? At full power, the spectre controls all of the Creator's multiple plains of reality. All of them. At full power, the under full power, a hostless Spectre was able to drain mxy's energy. So i dont' think it was a full powered spectre. The feat was none the less good. But spectre wasn't his wrath of God self.
