Its not advisable to skip that arc as new characters are introduced through that arc like new mod souls, as well as the events of that arc always getting mentioned. Anyone that skips that arc might find themselves asking wtf is going on.

some of the characters do stay
so it is SoMeWhAt important

you just have to suffer through it
i found out why it sucks so much though
turns out the original manga artist was falling behind on creating the new arc after the soul society so the tv station (konami?) created an arc to give him/her time to catch up
(found in anime magazine this month)
