I think Isshin did his final getsuga, and cost this guy his powers as well as his own. Would explain why it's taken Isshin 20 years to regain them.
Wouldn't it take longer for Karin to get shinigami powers? Ichigo only got his when he took Rukia's and with Karin being younger than him, I assume it'll be longer till she gets her own unless she encounters a soul reaper who acts like Rukia and we get a spin-off series. Maybe she's visiting Kisuke just to find a way for Ichigo to regain his powers because she must've seen him acting all sad eversince his powers are gone and now she wants to try and cheer him up. This is only a guess btw.
Actually Ichigo always had shinigami power. It was just surpressed. When Rukia meant to transfer a part of her power to him, he sucked it all in, causing a complete transformation for both him and Rukia. He was now a full fledged soul reaper, and she was basically a regular soul.
And if Karin is going to Urahara for some spiritual training, than I think her powers are coming out.

Like, they're always not telling Ichigo about stuff. Urahara not mentioning vizards, before or after the soul society trip, not mentioning his dad's a shinigami, the Vizards not mentioning the story of what happened with Aizen way back, etc..
They hold information in for pretty much no reason, even after Ichigo's heavily involved, so stuff gets to be a surprise revelation later instead of potentially useful info earlier.

It could be that beng in such close proximity to Ichigo awakened her Shinigami powers, just like Ichigo woke Chad and Orihime's. Or...wait? Wasn't that retconned to be the Hogyoku doing that? Whatever, either of those.
I bet this time, he isn't gonna have any hollow powers this time around, and he'll be even more uber than last time. Hopefully he won't have to get his ass kicked every single fight. I mean a one sided fight isn't what I want to see, but at least have the main protagonist who is powerful enough to be a top tier Captain, not get the floor mopped with his ass.
