I'm not seeing said weight. Sure, he was involved in the behind the scenes things I guess. But most of that consisted of suspecting Gin the whole time. He didn't affect the main plot at all and didn't really do much in the side plot either except confront Gin for like a second or two.
I disagree. Byakuya's character is much more subtle. Like watching Itachi. The two are quite akin to one another actually.

As far as the manga is concerned, not every character is a source of humour.
Except the 'Suspecting Gin' part was a major plot point, and it led directly into the climax of the arc's events.
Hitsugaya is not a throwaway character like Yachiru, the pink-haired badass that rides around on Kenpachi's head.
Towards the end of his arc is when we get a glimpse of his true character, and he gets a little development. It was rather subtle and nice, but it was still not explored well enough. That said, he's still much better than Hitsugaya.

I'd be hard pressed not to find one that isn't at least slightly comedic. Even a lot of the villains are lulzy.
I guess it helped establish Gin's character. But I'm rereading it to see to what extent Hitsugaya affected things.
Ah, but that glimpse leads to something interesting. It makes you look back at Byakuya's moments and see them in a new light. Like what happened with Itachi. Though here, it's better actually. Considering I blame Itachi for how Sasuke is. 😮
Byakuya is indeed a better character than Hitsugaya. He is also more of a main character than him so it makes sense. But, I like Hitsugaya more because he didn't say(or I don't recall him ever saying) things like "I'll beat you before you finish your swing, I'm so freaking great." To him, business is business. Usually.

It wasn't explored with Itachi either, at first anyway, but I would argue that it doesn't have to be. Kubo is for once giving the audience some credibility. Remember the line "He has never once truly looked at me"? It takes a new meaning once we find out exactly what Rukia is to Byakuya and that is what makes it interesting. To me anyway.
I'd say he's loosened up a lot. He does stop fighting to start a pissing contest with Kenpachi after all. And I like characters that don't really care much about their job and just do it. Byakuya is just a show off. 😛

No instead he's squealing "I came here to kill you violently" like a little girl. I was half tempted to braid his hair... And actually doesn't he tell Kira to run for miles or he might kill him by accident. From what I can tell Miles is a a large overestimation of his powers.
Hitsugaya kinda annoys me. So I'm bias I guess. To be honest about 50 / 50 shinigami either bore or annoy me =p
