That's not anywhere on this page:

Median Lethal Dose was not mentioned or even hinted at in this entire chapter (unless you had memorized rounded numbers for median lethal doses and even those numbers were not accurate). Nor was he mechanism for toxin delivery.
For instance, 25mg per kg is presumed to be the median lethal dose for tetrodotoxin. This is common knowledge for people who like blowfish sashimi. So why does the page list .01mg? Probably a rounding of the intravenous injection version of it, which makes little sense because this manga is from Japan and tetrodotoxin is a toxin chefs worry about when preparing blowfish sashimi.
Then there is aconitine: .1mg for intravenous injection. So why is caffeine sitting out there at 200mg for oral toxicity when, intravenously, it would be significantly lower?
Simple, and my point, which is correct, 200mg is not lethal when taken orally. It is lethal if it is 200mg per kg...which is missing from the page. 😉
Basically, Median Lethal Dose can only be assumed if you start looking up those numbers to see what context they are in and even that is not perfect because he (Tite Kubo) mixes up oral and intravenous).
Edit - Perhaps this was better explained in a different translation? Meaning, the lack of "per body mass" reference is missing in the mangapanda version?

To be fair, Oetsu would have died if Askin kept his mouth shut.
Indeed.
"Thanks for doing nothing but talk and let me know how your powers work, you stupid ****!"
Why is this is a thing in Anime/Manga? Even with all the fancy mathematical bullshit written, it's still the work of a bloody five year old.

Mangastream.
That's helpful, thanks. Does Mangastream put up their translations fairly quickly or am I doomed to read subpar translations unless I practice patience?

There's also the fact that he estimates Ōetsu's weight and does the multiplication for the Lethal Dose for blood which he bases of the Median Lethal Dose—or "Half Lethal Dose" in your translation—before changing it for Ōetsu.
Estimating his mass does not indicate, at all, that this is a lethal dosing based on "per kg" measure of his mass. It just helps him estimate how much blood volume he has to make his point about how much blood he would have to lose to drop himself below the lethal dose. It was to use very simple math to indicate that he would lose consciousness before he would lose enough blood to drop himself below the lethal dosing limit.
For an example of what he was doing, go here:
