Willpower doesn't stop the phobia. You don't think Aquaman has willpower? He has tons of it, and yet, he cannot overcome the water phobia. Puppet Master is not the same, Phobia means hallucinogens and the like, and if they work for Aquaman, they did would work for Namor too.

Ignoring the idea of Bats going fistcuffs with Namor from the OP. If he had a weeks prep time and access to his resources couldn't he show up in power armor, the Batmobile, or the Batplane or similiar vehicle. At whitch point he might be able to take Namor of course one slip up on Bats part and his out of luck. Even if Namor only lands one blow he could still take Batmans head off.
