Captain Atom is linked to the Quantum Field, which is basically limitless energy dimension, Surfer would have to wait till infinity to absorb him 🙂.
I give this to the Surfer though 6-7/10 because I think Captain Atom, on average, is like the Surfer but limited in scope. Plus, the Surfer can always find out about Captain Atom's quantum jumpings(when CA absorbs energy too fast he times jumps) he can BFR him for a couple of days.
