Captain Atom versus Silver Surfer

Well Yes and No. There was a lot of politics on that matter. The story where he created a universe took place durin the Armagedon 2001 story arc where Captain Atom was suppose to be the Monarch, partically the evil Cap that was conflicting in his universe. After the changes to Hank Hall, they changed all that.

Later writers just ignored Captain Atom's mental blocks removed and was still on the level of the likes of Superman, Martian Manhunter, Captain Marvel etc...

At full potential he should but on average I think he is a bit below Silver Surfer

The Silver Surfer can endow himself with Class 100 strength, enabling him to lift (press) over 100 tons. He possesses the Power Cosmic which he can use to generate powerful force blasts or to rearrange molecules. The Surfer travels on a "surfboard" which responds to his mental commands and is as indestructible as he is. He has a Cosmic Awareness which allows him to feel energy around him.

School me on some Captian Atom, I know nothing about him.

With all due respect, but JLA/Avengers was full of crap. I mean She-Hulk and Wonder Womand defeating the Surtur? Thor getting punked by Firestorm? Molecule Man being trapped by Sersi

Captain Atom isn't even vulnerable to lead. 😕

An adamantium tipped arrow. That'll do the trick. Pop his suit like a balloon. Hawkeye had a couple of those. Hawkeye took that uber powered Krona down with an arrow.
