Their languages changed not their skin colour or physical appearances as we have today in the different races and nations.
You can read further in Gen 11 but it still only says that God changed the languages and because of that they moved away from each other.

If we're going to be nit-picky, evolution is change over time and thus microevolution IS evolution. However, we all know you are referring to the theory of evolution, not just 'change over time'.
