I always thought the Empire called it a Rebellion and the alliance didn't view themselves as a rebellion but almost as freedom fighters hence they called themselves the alliance, and the two got married to Rebel Alliance.

Leia calls it a Rebellion in her message to Obi-Wan.

Umm to answer the original question about why Palpy doesn't have women on board his force ... ummm probably because he didn't want to make the rebel's job any easier ! 😈
