And I haven't seen anything stated that would put RKT above Full Potential Flash. So it seems that we have a problem here.

Flash (even normal one) is just far too powerful for Thor (non-RKT). Both at their highest, and Flash is still far too powerful for Thor.

Thor has too much raw power for Flash. But Flash has a tactical advantage in that anything he does Thor would not be able to react against 😬

For that reason Flash wins. He can just move so fast Thor wouldnt even realize a second has passed when Flash has hit him 10000 times with IMPs and he gets knocked out....
