I see the Mandalorians in the same way many people see the Jedi. Back in Canderous' time, they were fighting a lot. Mandalorians in Montross' time were down to like one planet. They also aren't very good for the most part because Komari Vosa was able to kill twenty of them(which is as gay as anything in the NJO IMO).
So basically, I see the Mandalorians in general weaker. Canderous was the best Mandalorian alive in his time(except for the one Revan killed, but he may have surpassed him by KOTOR 2, we'll probably never know) versus who is at best the second strongest Mandalorian of a weaker time.
Candarous wins, the Mandalorians have grown weaker over time, when Kreia said what would happen to them, she said that "They will die a death that will last millennia, until all that remains is their code, their history, and, in the end, the shell of their armor upon the shell of a man, too easily slain by Jedi.” So if she does not even consider Jango to be a true Mandalorian, and by the sounds of it, he was weaker than even the weakest Mandalorians, then the leader of those Mandalorians would own Jango, who owned Montross. To keep it simple, Montross has no chance.
Actually, now that I think of it, the PT jedi are very weak if Jango is hardly considered a Mandalorian, yet he was more than a match for many jedi and was considered to be very deadly by Mace himself. Doesn't speak well for the PT jedi

She never specifically refers to Jango or Boba as Mandalorians though. She just says that all that will remain of their legacy will die with Jango.
