First off the only difference between a guys and a girls chet is size adn funtion and full nudity isnt X porn is rated X as in two people having intercouse is the entire movie

it also depends on the context, like titanic was "art" which is how they got away with pg-13 I dont think nudity should effect a rating at all, short of being G, i dont think nudity makes it over PG-13 id allow a 13 year old to see a breast.. now if it is during a sex scene it should prolly be like around 16 so i guess R is appropriate. They allow mens Behind to be shown even on TV though.
