I beg to differ...Ryu held his own against opponents with overwhelming force such as Akuma...and Ryu has demonstrated greater reflexes and speed than that which is needed to dodge bullets...I don't think Chief has what it take to defeat Ryu.

I'm going with MC, provdied he had all weapons.
