As for the question of the OP,the answer is obviously yes

The Silver Surfer wins....never said "easily", but he wins at least 7/10 times, if not 8/10 times. I've read both comic books, the Silver Surfer and Superman, and the only versions of Superman who would have a guaranteed victory against the Surfer are Pre-Crisis Superman, Superman Prime, and maybe the cross-over Herald Superman (when Galactus forced him into servitude).

Otherwise, I just cannot see how Modern Age Superman, New 52 Superman, or definitely not Golden Age Superman, could possibly guarantee victory against the Silver Surfer.

Perhaps we should clarify which version of Superman we are discussing? Or did I miss that part? If so, I apologize.
