Karate Kid of Legion of Super-Heroes would get my vote here, he has no powers but has mastered every form of martial arts known in the 30th century and has some real good feats to his name.

yah... kk has gots to have it.. then iron fist, shangchi and the bats family... and cap would not be on batman's level... physically he'd be too weak. :/
