Well i kinda dissagree to a point. If Doom were to get Supermans power, would he use it with the same potential as Superman? I doubt that. Same goes for a GL ring. Common hillbillys have used the ring. Does that mean they can do the same things Hal and the others can? NO it doesnt.

Prime example is Iceman and Emma Frost. When she was in control over his body and powers, she was using them far better than he ever did.

Superman need GL and WW to pull the moon (shows a limit right there without sundip etc)

As for speed on earth he can't react must faster than a speeding bullet, tho in speed over distance he can surpass its speed by a lot.

I agree, Doom would use them differently (more efficiently, probably) than any of the heros. However, Doom would not have any "powers" that Superman would not have. So if Doom does something with Superman's powers, Superman himself can do it as well, if he disregards his morality. (depeds what Doom does...) Same goes for SS. Doom gets powers and reanimates dinosaurs. Has Surfer ever done this? No. Can he, if he really really wanted to? Of course. Not saying he would, but he could. And THAT is the difference between power cosmic and a GL ring. In some cases, Doom may do stuff that weaker GL's simply could not, morals and such aside.

Either way, Surfer wins, if only for speed. He could win a good majority without it, but since he easily has enough power to take out Firestorm, the whole things done in a quarter of a second or so.

Superman, WW, and GL pulling the moon doesnt mean limit. Hell, GL's can move planets all by themselves. Its called teamwork.

Supermans reactions on Earth are way faster thasn a speeding bullet.

Dooms feat is impressive, however, he used his intellect and creativity to do what he did. While its certainly feasable that Surfer could pull it off (seeing that its his own power cosmic) I doubt that he actually could. Doom knows the Power Cosmic better than SS itself. While SS wields it, Doom has actually created artificial forms of it, and has been able to jack it from Surfer itself. This would imply that the man has an incredible amount of insight in its use.

As for much faster well not in his recent comics

In the past he has caught it with no effort so you do have a point

DC just likes to contradict itself

He once also said that if he end over mach it would cause disaster , but then in another comic he went well beyond it (in cities)
