The gangster look is a form of expression.
When white boys do it IMO it's to rebel against parents and to form an independent identity with what they think is tougher or cooler. Nothing is more rebellious that rap, what better way to channel to express rebellion assertively? By expressing it showingly.
When black kids do it, it's to look cool and cute to girls who like that style and attitude, and to look intimidating to other males. And they also do it subconsiously to try to seperate themselves from any type of "white-ness" as much as they can cause that would be considered selling out. If you have even a hint of anything remotely close to acting or dressing or talking white if your black, you're a sell out. And selling out is like the biggest embarrasment of all. Dressing in the way they do ensures and expresses to everyone else that they "keep it real".
Both would also have a sense of belonging since others dress the same practically.
This goes for the most of them who dress like so. A few do it for other less obvious reasons.
