Actually Batman is the least privilaged Superhero, he might have some money, but he doesn't use it for anything more than what he needs, even if that means being a playboy.

Precrisis superman is the close to be the ultimate hero. i mean he would have Supermathematics, Supertelephaty, Supereverything., no other could compete.
But Silversurfer is bigger than that, and his mission is find planets with high energy, and little or non life in them, to fead Galactus, that keep order in the Universe, and by doing that he safe billions civilazations, i would put Silver Surfer a greatest hero than Superman.

There exist greater heroes than Superman. While the Silver Surfer is more powerful than Clark, he is most certainly not a 'better hero.'
