Try TOR. Those exit nodes are totes safe.

I think I did a DNS flush but idk if it was the right thing

Google it. Try booting into a Linux live cd. Check to see if you have sort of proxy settings.

Is all pacino a good thing or a bad thing?

If Safari works fine (which seems to be the case), then you should try to actually delete all browsing data from within Chrome (rather than relying on CCLeaner).

I was using Firefox, I used it for years, before that Chrome, I found that for this website I noticed it the most, the loading as I scrolled down, was quite irritating.

I use Microsoft Edge right now, it's Windows 10 only, I think they're still adding to it, but it's a hell of a lot faster than Firefox.
