Kite Man (Charles "Chuck" Brown) is a supervillain appearing in comic books published by DC Comics. He is commonly depicted as an adversary of Batman who uses kite-based weapons to commit crimes. His name is a homage to Peanuts protagonist Charlie Brown.

Peacemaker creator James Gunn confirms Kite Man is canon in the Peacemaker universe following an Easter Egg hidden in an episode of the show. HBO Max's Peacemaker is littered with Easter eggs and references for those quick enough to spot them.

Plastic Man appears in Batman: The Brave and the Bold animated series, voiced by Tom Kenny. This version was originally Edward "Eel" O'Brian, an underling of Kite Man who lived in a suburban home with his family.

According to Harley Quinn, Poison Ivy's relationship with Kite Man is “milquetoast.” She feels like Kite Man gives Ivy a person she feels comfortable around and will not leave her, as Harley may. He is less of a risk, but not satisfying for Ivy.

Comics scribe Tom King originated Kite Man’s catchphrase, “KITE MAN. HELL YEAH!” It first appeared in Batman #6, which went on sale in 2016 and served as the epilogue of King's first major story arc.
