It's amazing Drakkon has done what he has, really. No planet is truly united; the problem is that Osokans have an uncompromising attitude to beign in opposition.
As far as you are concerned, Sasha- this place needs time to calm down after such a long period of strife. For two decades they have only known violence as a way to solve problems.
Frankly you have no idea. You'd like to think so.
"Ahhh..." says Vasilik. "Senate all talk. Emperor- man of action. Drakkon know of Emperor. Used to work for him. Understands the way of things.
"Lodge Masters all fools, and yes, I know, Vasilik stupidest of all. Famous for it. I may be stupid, but no fool. I know, old war would destroy all. Also know... I greatest Hunter, but cannot run world. Only Drakkon run world. So I give up ambitions, and help Drakkon to win war. For sake of... unity.
"Maybe one day, you could change minds of all fools. But too late. Now, we are the Hunted, and the Hunt only ends when predator or prey is dead. Will you kill Emperor?"
"I've never thought about that," Sasha admits. "I suppose that that is how the struggle would end, if the Rebellion were successful. I would like to think that we're going to win, that our energy will prevail and we'll be the victors. Who knows, though. Perhaps the Emperor will win in the end. Perhaps nobody will win."
Scarlet listens to the conversation.
"How Drakkon runs the planet is just fine by me. The Senate cannot work out everything, but they can fix things. Lanzar needs a galactic nap and as much peace as it can get.
"Meanwhile, the Emperor? I'd kill him if I got the chance. By the Force, I hope I get that chance..."
She looks over to Vasilik as she maneuvers the skiff.
"Do you know how Drakkon plans to defend the city? The shield gives us a hefty advantage, but it can't keep everything out."
Aww, you all let Vasilik call himself stupid without comment... heartless cads!
Vasilik doesn't know much about tactics but the arms shipments should allow him to better defend the walls. Osokans prefer melee weapons, and the tiny remaining numbers of Hunters will make devastating defenders in the city's narrow streets, but the walls really need to be held and Drakkon very much had that in mind when he bought guns; ranged weapons will be king there.
