'Higher than Moff' is difficult, rather like with you and the fleet. Moff is a rank, Governor is a political position.
Governorships are not of fixed size; it depends where they are. The largest one is the Outer Regions, which covers a huge portion of the Galaxy, and is held by Tarkin. But in the core worlds, you may even find one Governor per system for the most important areas, akin to Senators.
I have no specified name for that Governor, but from what he was saying you think he prefers it in the Senate.

How is Moff rank related to Commisar? And if Emperor really has plans to turn entire Empire into totalitarian state, shouldn`t the huge civil bureaucrecy independent from the military be established, preferably with brainwashing education system? In Melkor`s background I have him finishing Imperial Academy, but the administrative rather than military branch.
"Moff" is a kind of supervising Admiral.
"Commissar" isn't a rank; it is a political position also, although you are also technically an Imperial Officer. It is intentionally vague.
The nature of the civilian side of things was never really explored, so we shall have to see what is come up with. Most importantly, none of the Core Worlds were ever seen. Judging by the statues, though, he was acting more like a Roman Emperor by the end.
