Okay, I will be satisfied with two answers out of those three.....

Holy gods, a powerful seat on that Commission will give him control over... well, let's not get into the politics of it but it will make him a powerful man. Many people seek the voice of people on that committee.

He won't do a damn thing until it's official.

And now you can see the whole plan laid out- the reason he waited was so that the mission was successful first. Now he gets this AND the mission he was on was successful.

How long would it take to make it official enough?

If it's urgent you could force it through very quickly. Assuming he is correct and a seat is vacant.
