There's more than one watcher you know, one for each galaxy. So to answer you question, there is probably a watcher watching the situation, but it hasn't been shown yet because maybe marvel:
a)Wanna include them later
b)Forgot about continuity like they usually do
c)Let the watcher stay on the sidelines, and let them do their job of not interfering in other peoples affairs.

d)Do something reaaaaaaaaaaaaaaaaaaaaaaaaaaaaaaly stupid e.g Wolverine is the one pulling the strings behind the scenes 😄

Meanwhile Nova is leading the defenses against the Annihilation Wave (and getting some Gamora action while he's at it)
