Captain Marvel comes from Superman. If Superman wouldn't of existed, then neither would Shazzam.
To say "DC without Batman and Superman", is to add "along with Capt. Marvel" too.

You're right - Supes did come first.
But DC did add some of Cap's elements to Supes after they had bought him.
For example - before DC bought Cap, Supes only 'jumped' really really really far....
It may have seemed that he was flying, but they didn't make it official until they had accquired Cap - who was already known to fly.
