Canada has become a dictatorship under the Unity party, and Vindciator is apart of the new regime. Those soliders are from Department H and they have been corrupted as well.

Yep, just regular old people that were taking care of Heather and James Hudson kid while both of them were dead. When they came back alive the Hudson's went to court to try to get their kid back, but lost and these people retained custody. Shortly after the Hudson's lost the case Heather got brainwashed and became a villian and she just wanted her baby back.
