If we're talking about combat superspeed, "fundamental" is a bit of an overstatement, IMO. If it's general superspeed, then yea.

Can you define the difference between general superspeed and combat superspeed?

^^If you are stated to be able to run 'faster than a speeding bullet', then there is no way that would not be applicable in a combat situation barring pis/cis.

Afterall, if you can move your legs that fast, then you can definitely move your arms back and forth comparably fast.

General superspeed, i.e., traveling or flying really fast, doesn't really mean much in terms of combat superspeed, i.e., the ability to perceive and react in miniscule moments in time. And to bear down on your point about Superman's original appearance, 1939 Superman running (not flying) really fast means as much as 1963 Thor running really fast (not flying). Which is... not much.

I'm doing rough justice to it, but I think it's a fair distinction to make if we're tracing back to character origins and "fundamental aspects."

I'd rather not start an argument that is predicated on my putting words into other people's mouths. But maybe I shouldn't beat around the bushes. Granting that people may not be behaving this way at all, so my observation would be moot (hence my initial nudge for further distinction/clarification):

I fail to see how, in his latest issue appearance, current Superman bullrushes current GL in a straight-line blur and it seems to be interpreted as a combat superspeed feat...

... when both Thor and Surfer bullrushed in straight-line blurs in their latest issue appearances and, of course, it's only traveling speed.

In fairness though i wouldn't call it a bull-rush, as he didn't just plough in to them, but that's me.
