I recently read through most of Busiek's run and that's not true.

He didn't write the highest end Thor but he even his version was very powerful. Still arguably the most powerful herald level being.

Course, I'm pretty sure that was in his own book, and Avenger's Thor =/= Thor Thor at times.

Besides, plenty of Top Tiers have worse showings than that.
