Basically, if Norrin wades into melee and lets it stay there, he's gonna get worked by Kal.
Conversely, if Kal attempts to shoot it out with Norrin and can't close the distance between them, he's just going to get range spammed.

Bullet timing doesn't work against what seems to be bullets that can seek you and curve on a dime and the user doesn't even have to aim. Also he is dodging bullseye on top of all that so, yeah would be pretty hard to not get touched.

Ok...I'm getting my people mixed up...I'm horrible with names. Whats the guy name that Surfer fought on that dead planet during annihilation and they were both in arm locks and Surfer blew up the planet. He also fought Gladiator cousin and got worked. I keep messing up his name. Forget Tenebrous...he one shotted Surfer and blew up a prison moon as a side affect.
I know she beat Surfer (and right after that, she snuck attack Galactus with a blast to the back of the head)...again, I'm getting my characters mixed up.

Ravenous is who you're on about, he's the one who Surfer beat on the planet.
Though it should be noted, when he fought Xenith Ravenous didn't have his herald level powers (the currs he had in Annihilation were what gave him that power, and he didn't have them after)

I'm pretty sure it wasn't just Hulk fighting Surfer, it was Hulk and his warbound. IIRC Surfer had the upper hand against all of them until his disc got broken. Then Hulk smashes Surfer in the middle of Surfer trying to thank him for freeing him 😂 .
