It had nothing to do with power and everything to do with experience.

Apparently the writers forgot that like Rachel Emma has also stared into the mind of a God (Phoenix, multiple times)...anyway that's why she had trouble. Rachel did not. Xavier has before which is why he had no trouble.

By AvX 9 Emma said she could reach into every Avengers mind (Including Thor) and shut them down...so she obviously got used to his mind by then.

Rulk is another story since he's been downed by MODOK and Xemnu before. I chalk that up to Bendis and Parker having their wires crossed.
