I don't think he was intended to be flying (Venom obviously doesn't give its user that ability.) However, Venom does allow its user to jump pretty insane distances-- Bane, for instance, had no problem jumping 50-100 feet into a tower where Batman was hiding.

So yeah, I *think* Bats was supposed to have been jumping in those scans-- though I definitely see what you're saying.

that would be a massive burden on the writers to keep those types of characters relevant.
