Bendis is going to turn Simon into the next Sentry, mark my words. Out of nowhere large increase in power, pulling random abilities out of his ass (Teleportation and the ability to rebuild himself? Yea that's not familiar at all), and the laid back crazy talk, all so similar to what he did with Reynolds once he gave him some focus.
Casually choking out Rulk? That was a legit trans level (Above Herald level) showing of strength. Not even guys like Superman or Thor can replicate that 99% of the time.
And Bendis treats Rulk with a decent amount of respect, even had Spider-Man comment that he was stronger than the green version (Bullshit but he knows Rulk is powerful). Step up even from Simon flooring Thor with a punch in that Avengers issue, granted it was a sucker punch but still.

To be fair, Simon was pulling random abilities out of his ass before the Sentry, just look at his solo series.

I don't think they were ruined.
Ethan got better of the almighty Bendispower Cage (it took Thor and Strange combined to defeat him), Atlas bfr'd him, Century stalemated Mockingbird with SSS and Infinity Formula, they beat the living shit out of Thing, even Demolition Man tossed Wolverine a few times...
Bendis is wrapping up his Avengers run so I doubt he's going to do much with Simon outside of possibly plant some seeds for Hickman to follow up on if he so chooses to do so. If I had to guess, Bendis is going to have Simon redeem himself for his madness, sacrificing himself to save the Avengers in a mirrored take of his first appearance.
Personally, while I don't like Simon as a bad guy, I can't say I mind his better showings. I've always felt he should be a closer peer to the likes of Thor and Hulk and him choking out Rulk was awesome. He's also been capable of teleportation since the Busiek/Perez days, though it wasn't controlled.
