Punisher would eradicate the vast majority of the crime that plagues Gotham City, both in the form of organized crime as well as Arkham inmates without any interference from Batman. People seem to think, wrongly so, that Frank is just a maniac with guns. And while that is true to a point, the guy is extraordinarily skilled, resourceful, and formidable.
He's not going to be solving crimes like a detective, but rather eliminating the cancer that is crime. To that end, if you stuck Punisher in Gotham City and let him have free reign, there's really no doubt that he would have wiped most of the city clean. If Batman was present and proceeded to stop Frank, he would, but it wouldn't be easy.
Batman would be loathe to admit it, but if he arrived after a sojourn from Gotham to find out that the super criminals who plague the city are dead as are most of the high profile mobsters and criminals, he couldn't really deny that his job had just become a lot easier.

Well, now you're saying something a bit different; and I agree with much of that. However, you initially suggested that Batman would be 'impressed' by Castle's actions, and I maintain that he probably wouldn't. Sure, his job would be easier, but like you said, he'd be 'loathe' to admit Frank's efforts were beneficial to his city in any way. I personally think Bats would be furious if Punisher wiped out even a tiny portion of the criminal element in Gotham. The guy just doesn't condone murder. In his eyes, cold-blooded murder equates to evil. Don't get me wrong. I'd be impressed. You obviously would. Batman? Unlikely. I think he'd be so angry that he'd immediately put Frank atop his most wanted list as enemy #1 unless, of course, Punisher was courteous enough to leave Joker alive.
