Batman would be loathe to admit it, but if he arrived after a sojourn from Gotham to find out that the super criminals who plague the city are dead as are most of the high profile mobsters and criminals, he couldn't really deny that his job had just become a lot easier.

That is, if Frank is lucky, and Joker isn't the one who notices him first. No, Frank would outright murder most of the criminal element in Gotham barring the few really powerful meta characters and genius types given the chance.
If Joker is doing anything resembling any one of his many plans where's he out parading about in public like the narcissistic egomaniac he really is, there's nothing stopping Frank from shooting him and that being the end of it. Joker's only real chance against Frank is if he one sided prep, ridiculous plot armor, or Batman.

Looking through some scans, and is it just me, or is it a lot worse when Batman goes out of his way to save Joker's life? I mean, it's one thing not wanting to kill him as stupid as that is, but to risk his neck for that clown, grabbing him from an explosion or giving him medical care etc. is a bit too far.
I guess to Batman though, if he doesn't do his best to save Joker he might as well be killing him and I like Batman who has an unbreakable character but I find it hard to justify his actions.
You'd think he'd at least cut off Joker's limbs or leave him paralyzed or in a coma.
