Actually, Thor's was at 62% while Hulk was at 96%. And it wasn't power levels but their odds at the current situation, which is why Hawkeye was at 66%. Lol, where you watching a Spanish dub or something?
Also, Tony actually lost his bet at Thor's probability as Thor owned that army of Frost Giants with his lightning. While Hulk was beating up on some Werewolf.
Thor actually looked better then Hulk in that pilot, which is a surprise. Hulk's usually gotten the love in animated shows.

Nah you had it right the first time. Rage is only obfuscating the episode. Since Hulk is considered to be as strong as Superman and Superman is allegedly 30-40% more powerful than Thor at least, then it makes perfect sense that Hulk would have a clear 30+ point advantage in power as well.

Hulk got the advantage when he got mind controlled first IIRC but after that didn't they go back and forth for a while? I remember them even locking up evenly in strength.
I think Hulk had the brick edge (Not sure what else to call it, strength seemed evenish but Hulk could just take more before getting knocked off his feet) but Mjolnir could mess him up (He dodged it a lot more then I usually remember him doing so) so it evened out.
