He wouldn't just kill a few people. Your also forgetting that he had tech to help him. Something like that could happen again where somebody kidnaps him, mind controls him and gives him tech.
I knew this argument was going to made and obvously Wanda is a lot more dangerous but when the whole superhero community join together to stop you you are a serious threat. The same logic applies but to a lesser degree, you don't have to be a universal threat.
It could even be argued that Wonder Man is a potential threat because his power was used to help create the mutant utopia in Uncanny Avengers. Fact is a lot of super heros are potentially very serious threats.
