Can't really call it an amp, an amp would be something like when Beyonder increases Kurse's strength or when Thor dons his belt.

This is just a new version of Hulk like WBH was. It's basically Hulk but he has become very very pissed, and he is tormented inside. Not an amp in my opinion.

Who knows though, could all turn out very differently as we know nothing about it yet.

I don't think it is a separate entity, from what I gather (just an observation not stating anything)

He says this is what emerges when Banner basically is tormented by his darkest thoughts it's the Hulk's Hulk. Banner turns to Hulk when he is angry, and Hulk turns into Kluh when he is enraged.

But like I said it could be different but that's what I would gather from what Remender said. It could be a separate entity, like how the Void emerges from Robert. At the moment though it's all based on guesswork and assumption. Could take a completely different turn.

Kluh seems to have appeared previously. I can see them saying what with every characters personality being switched that Kluh was playing on that but that is a bit silly, don't think many will remember the scan below so they are safe.
