Yes...blocked it multiples of times. The ax is most proficient against Celestial armor though which is the reason it damaged Apocalypse and the Celestials the way it did. That showing was a test of strength between Thor and Powerman.

I lolled but seriously, anytime someone else is written to tell another character what they are or are not capable of is so annoying to read. ESPECIALLY when they're more than capable of it. Example, Batman telling the Flash he isn't fast enough to do something or someone saying, "He's too strong for you."
In fairness, Pete's best reaction feats - and there are a lot of them - aren't too far south of what we consider speedster territory (Classic QS stuff, not Flash, obviously). I'm not trying to legitimize the comment; it was ridiculous. But it's also the kind of exaggeration that somewhat might erroneously make with a character as respected as Spider-Man is in the MU.
