That's due to an judgement placed on Doom by the Living Tribunal. Any bad act he committed will reflect a scar on his face. At this point Doom had his face fully healed while this was said to him.

Sure in power Beyonders > Living Tribunal. But as mentioned when Warlock confronted the Tribunal he said.
"I represent forces that dwarf even your might."
"My authority comes from on high."
The Tribunal is like the Spectre in the way that he carries gods (Or One Above All) in this cases authority. So even if Doom was more powerful than the Living Tribunal he wont be able to bypass a divine mandate (since the said mandate is authority from the all powerful god of the said universe). In the end it's just a random guess to be honest but it doesn't seem entirely out of wack.
Probably end up not being the case though. Mysterious either way it turns out why.
Because then I guess you have the argument of well Scathan eclipsed even the Tribunal. That's where it is a tricky one I guess.

Yeah I guess so, I dunno I just want to look for ways it could happen. I always get like this when I am anticipating a comic coming out or something. Here's hoping it gets illuminated on next issue.
