The thing is as much as it might be made out that he's omnipotent in the full sense he really isn't. He spends a lot of his power holding Battleworld. His grip on reality (his power included) dwindles the more chaos there is on Battleworld. He while still being vastly powerful (this is supposing all the chaos hasn't completely drained him) hasn't attacked the attackers. He may be very powerful but he's not Omnipotent. This leads me to make a random guess. Or 3 proposals.
- He has something up his sleeve, a trump card he's waiting to pull. Perhaps he's got something inside the castle itself we haven't seen.
- He thinks he knows that Owen will give him the extra power as is required to deal with the situation. But as we already know the Spider's have found him plus Star-Lord is possibly flying the Maker and 616 Reed to the Molecule Man as well. So who knows what they're gonna do. Convince him to give it up? After all without Owen giving Doom power Doom is nothing.
- Or Hickman ****ed up and now Doom is doing nothing even though he could. But I don't think this will be the case. There is more to this whole thing than meets the eye.

That said, the fact that Strange still felt an Infinity Gauntlet was required to combat Doom tells you how powerful he potentially is.

At least SHIELD was interesting. She was a generic new character he created who apparently was ultra powerful but that was it. She joined sunspots avengers but literally just stood in the darkness and did nothing. Really was no reason or point to her after all that hype
