It seems quite clear that Rulk is more powerful than WWH. WWH would have gotten wrecked by those hammer blows and I doubt he'd have stopped Thor's hammer from crushing on his mug.

Thor can't actually fly. He uses Mjolnir to travel but I'm fairly sure he has no fine control over how he moves.
