Well, he's more powerful than Parallax and ascended to pure willpower energy so quite up there. Above a Universal++ being such as Parallax, that's for sure.

I'm more curious if it has anything to do with the Krona Gauntlet, or if it's just Hal being boss.

Because earlier in the same issue it was made clear that the Krona Gauntlet is a candle compared to Parallax's power.
