Maybe the writers are touching into the whole Hal being a greater Nexus of Willpower than the Central Battery.
I like the old Mythos of the Central Battery doing nothing more than collecting Oan energies therefore the rings having a finite amount of energy, with a GL member willpower acting as an Unknown value/multiplayer. Thus the power of each member varies becuse of it. Clean, and simple.

Who is stronger? Superman or Supergirl?
Justice League 3000 has a surprising and interesting answer
(Hint: It's NOT Superman),
though I have little faith in TinyPic long preserving the visual.
I take no responsibility for what the site might replace this image with after February 2016.

Just pointing out, that technically whilst correct, it is also incorrect.
The Superman in JL3000 is an imperfect clone, with many defects (as pointed out by the bots).
So, yes, in JL3000, THAT Superman is weaker. And in fact, is already dead.
How it relates to 'our' Superman, is moot.

Less powerful AND dead?
Poor guy just can't catch a break ... 🙁

Yah, an imperfect clone. IIRC, he didn't even have heat vision. And couldn't fly, either.
Edit: IOW, we all agree that THAT Superman, due to his genetic flaws, is less powerful than Supergirl, who possesses all the powers that her cousin, the original Superman, possesses.

Here is the comparison between regular Supergirl and Superman.
Better luck next time blue.

Talking about Worldkillers, I wonder if there is truth to H'el being one of them.
