There is a big difference if someone who drained the energy from people compares it to the energy he tried to drain from Superman or can read in Supes with his devices than just a person who thinks he is more powerful...

Superman is explicitly stated to not be able to regain the power he loses. That's literally the main plot of the storyline. Each time Vandal drained away his power, he couldn't power-back up.
In effect - Vandal drew 100% of Superman's power. Not 90% of his power one day, then 90% of his power another day - because he couldn't get back to 90%. Once Vandal drained 90%, Superman stayed at 10%. Then Vandal came for that 10%.
In effect, Superman's 100% power was drained in batches.
