It wasn't until get this, "The Beast" showed up and "scared" Cain causing him to loose his concentration that he started to grow old. 🙁

I think originally the Juggernaut was able to use magical spells offensively like any other mage, he had to give them up when he was trapped in the Crimson Cosmos in exchange for safe passage/escape. IRRC (Newjak should know).
And I'd say that bit about Charles not attacking him in his sleep was that he wasn't able to locate the Juggernaut as 1. Cerebro back then only worked on mutants and 2. Cain seemed like he always had that shield up.
Xavier was a real bastard back then so if he could I'd say he would have. When Thinker and Puppet Master were mind controlling Charles he vowed revenge against them and said that there wasn't a place on Earth they'd be able to hide from his wrath.

He's been using cerebra since like 2002 hasn't he? Which doesn't "seek out mutants" but simply amplifies his powers?

It's strange it kind of does both. Cerebro had many upgrades. I think the last upgrade was the version after it came to life and the X-Men fought it.
The original Cerebro (I'm not sure if that's what they even called it back then Cerbrotrix, Cerbrade or something like that) was a radiobox with evil mutants names next to it that looked like it was written on a piece of paper.
Juggernaut isn't a mutant so I don't think that, that version of Cerebro can locate non-mutants.
The Cerebra from Cables future can locate potential mutants.
When Cerebra was installed it broke a few times, Nova usurped his body and it was around the time the Juggernaut became the Huggernaut wasn't it? (Austen's Uncanny?)
